Requires the Hawaii Community Development Authority to set aside 12 specific parcels identified by tax map key in Kakaako makai as parkland for the benefit of Hawaii's people and future park expansion.

Mandates the Authority allow easements and setbacks on 10 designated parcels for future expansion of a public shoreline promenade.

Permits commercial development in a park setting on 7 specified parcels in the Kakaako makai area.

Allows public cultural and educational facilities in a park setting on 5 designated parcels in Kakaako makai.

Takes effect July 1, 2015.
