Adds a new section to Chapter 88 of Hawaii Revised Statutes authorizing the Employees' Retirement System Board to hold closed meetings for specific purposes.

Permits closed meetings to discuss or decide upon investments or prospective investments when information is exempt from disclosure under Chapter 92F, including proprietary or confidential business information.

Allows closed meetings for discussions and decisions relating to procurements that are exempt from Chapter 103D to the same extent as confidential procurement processes.

Authorizes closed meetings to deliberate concerning negotiation authority for investments or property sales held by or for the system, or during the conduct of such negotiations.

Takes effect upon approval; closed meeting purposes authorized by this section are in addition to existing exemptions under Section 92-5(a) or other applicable Chapter 92 exemptions.
