Modifies eligibility requirements for judges joining the Employees' Retirement System after June 30, 1999, requiring membership before July 1, 2012, and establishing retirement eligibility at age 55 with 5+ years of service or 25+ years of service regardless of age.

Changes the retirement benefit calculation for judges who became members after June 30, 2012, from 3% to align with prior calculations, and reduces the required retirement age from 60 to 55 for age reduction purposes.

Harmonizes retirement age and service credit requirements between judges and other contributory plan members (elective and legislative officers) to create consistent standards across all member categories.

Applies the act retroactively to July 1, 2012, making the changes effective as of that date rather than the bill's passage date.
