Increases the expenditure ceiling for immediate disaster relief from $2,000,000 to $5,000,000 per single emergency or disaster event.

Increases the additional matching funds for federal disaster relief from $2,000,000 to $5,000,000 when a presidential disaster declaration is issued.

Requires the director to report to the legislature within one month of any allotment or expenditure of major disaster fund moneys.

Appropriates $1,500,000 from general revenues for fiscal year 2015-2016 to be deposited into the major disaster fund.

Takes effect July 1, 2015.
