Authorizes the state public charter school commission to request general obligation bonds and allocate proceeds for design, planning, construction, repair, and maintenance of charter school food service facilities.

Establishes a charter schools food service special fund within the state treasury to be administered by the commission for meeting food service needs of public charter schools.

Appropriates $5,000,000 in general obligation bonds for fiscal year 2015-2016 to fund charter school food service facilities, with unencumbered funds lapsing on June 30, 2018.

Requires the commission to submit annual reports to the legislature detailing allocation criteria, procedures, fund breakdowns, and projects funded from the special fund.

Establishes a charter school food service facilities funding working group consisting of state officials and legislative committee chairs to advise on expenditure criteria and fund oversight procedures.
