• Requires Hawaii public and charter schools to develop diabetes care programs including training for school employees and volunteers to assist students with diabetes management during school hours and school-related activities.

• Mandates each school with enrolled diabetic students provide annual diabetes training covering blood glucose monitoring, insulin administration, recognition of emergencies, and meal/activity management to a minimum of three trained personnel.

• Prohibits schools from denying enrollment or requiring parents to be sole diabetes care providers; permits trained non-nurse personnel to perform diabetes care tasks under nurse supervision without being subject to nursing practice restrictions.

• Requires parents to submit a diabetes medical management plan signed by the student's healthcare provider, which schools must implement upon receipt, and allows students to self-manage their diabetes care with access to private areas for treatment.

• Appropriates unspecified funds to the Department of Education and Department of Health for fiscal years 2015-2016 and 2016-2017 to implement the diabetes care program requirements, effective July 1, 2112.
