Prohibits generators of commercial organic material from disposing of waste at landfills, waste-to-energy facilities, or through incineration in Hawaii.

Requires commercial organic material generators to dispose of or transfer waste through donation, compost, biofuel production, anaerobic digestion, thermal combustion, or animal feed.

Defines "commercial organic material" as food and vegetative material from entities generating more than one ton per week for solid waste disposal, excluding residential or centralized dining facility waste.

Exempts special waste and waste created from natural disasters from the prohibition requirements.

Takes effect July 1, 2050.
