Establishes a special innovative procurement process allowing the chief procurement officer to award contracts with other than full competition for new or unique state requirements, new technologies, or to achieve best value.

Requires the procurement policy board to adopt administrative rules addressing compliance with laws, maximum competition, purchasing ethics, public-private partnership procedures, and construction contractor provisions.

Mandates that procurement plans be submitted to the attorney general for review and approval, with annual reports on all determinations made to be made publicly available by the state procurement office.

Appropriates funds for a temporary two-year position in the department of accounting and general services to assist the procurement policy board in developing special innovative procurement and public-private partnership rules.

Appropriates funds for the Hawaii Health Systems Corporation to develop a master plan for Samuel Mahelona Memorial Hospital and Kauai Veterans Memorial Hospital using a collaborative project management system with community input.
