Appropriates funds to the Department of Education for fiscal years 2015-2016 and 2016-2017 to establish an alternative school in the Leeward Oahu school district serving juveniles in the justice system and youth age 14 and older unable to succeed in traditional schools.

Appropriates funds to the Department of Education for fiscal years 2015-2016 and 2016-2017 to establish an alternative school in the Honolulu school district with the same purpose and student population.

Includes funding for facilities, curriculum, supplies, and staff hiring at both alternative schools.

Requires the Department of Education to develop enrollment criteria and a referral and placement process for the alternative schools.

Takes effect upon approval.
