Reestablishes the governor's authority to nominate and appoint members of the University of Hawaii Board of Regents with senate confirmation, replacing the candidate advisory council selection process.

Repeals section 304A-104.6 which established the candidate advisory council that previously recruited and presented qualified candidates to the governor.

Requires four of the fifteen board member seats to be filled from nominees submitted by the president of the senate (two seats) and speaker of the house of representatives (two seats).

Takes effect only upon ratification of a constitutional amendment to article X, section 6 of the Hawaii Constitution that deletes provisions related to the candidate advisory council.

Current board members continue serving until replaced by members appointed by the governor through the new process.
