Proposes a constitutional amendment to Article X, Section 6 of the Hawaii State Constitution to modify the University of Hawaii board of regents appointment process.

Repeals the requirement that board of regents appointments be made from pools of qualified candidates presented to the governor by the candidate advisory council for the board of regents.

Maintains that board members shall be nominated and appointed by the governor with senate advice and consent, as provided by law.

Requires at least part of the board membership to represent geographic subdivisions of the State and preserves the board's powers over university policy, management, and operations.

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution and requires voter approval through a constitutional ballot question.
