Authorizes the Director of Finance to issue general obligation bonds for relocating the Clear Channel broadcast antenna at an unspecified amount.

Appropriates bond proceeds for fiscal year 2015-2016 to cover design, construction, equipment, appurtenances, and site improvements related to the antenna relocation.

Relocating the antenna is intended to enhance Department of Transportation safety and operations by providing a safe flight plan for "one engine inoperable" scenarios and increasing Honolulu harbor capacity.

Appropriated funds shall not lapse at the end of the fiscal biennium, except that any unencumbered moneys remaining as of June 30, 2018, shall lapse on that date.

Effective date is July 1, 2015.
