Increases board of education membership from nine to eleven members, consisting of one resident each from Hawaii, Maui, and Kauai counties; four residents from Honolulu (representing specific school complex areas); and four at-large members.

Requires at least one at-large member be from a neighbor island, at least two at-large members have business management experience, and at least two board members have public education experience with one having principal or vice principal experience.

Extends board member terms from three to four years with staggered terms, eliminates the three-consecutive-term limit, and requires senate reconfirmation consideration at least 120 days before term expiration.

Increases nonvoting student representatives on the board from one to two public high school students selected by the state student council.

Terminates the terms of four current board members on June 30, 2015, and five remaining members on June 30, 2016, with successor appointments to begin July 1, 2015 and July 1, 2016 respectively.
