Department of Health must perform a cost-benefit analysis of combining the advance disposal fee glass container program and deposit beverage container glass processing streams.

Department of Health must update the 2008 glass recycling policy draft to equally allow recycling or down-cycling, permit glass stockpiling for inventory, provide a complete list of approved down-cycling options, and allow glass as alternative daily cover.

Department of Health must work with stakeholders to develop practical policies and rules governing the stockpiling of processed glass.

Department of Health must increase the recovery rate for advance disposal fee glass containers to seventy-five percent.

Department of Health must report findings, updated policies, new rules, and implementation plans to the legislature no later than twenty days before the 2016 regular session convening; this Act takes effect on July 1, 2030.
