Authorizes the Department of Budget and Finance to issue up to $20,000,000 in special purpose revenue bonds for Paradise Ohana Adolescent Center, Inc. for plans, design, construction, and operation of a new health care facility.

Authorizes issuance of up to $50,000,000 in special purpose revenue bonds each for Paradise Ohana Community Health & Wellness Center, Inc., Paradise Ohana Health Education & Research Center, Inc., Paradise Ohana Heart and Vascular Center, Inc., and Paradise Ohana Oncology Center, Inc. for development of health care facilities in West Oahu.

Authorizes issuance of up to $20,000,000 in special purpose revenue bonds each for Paradise Ohana Saging Center, Inc. and Paradise Ohana Women's Center, Inc. for development of health care facilities in West Oahu.

Permits the Department of Budget and Finance to issue refunding bonds after June 30, 2020 in amounts necessary to refund the authorized bonds, provided federal tax exemption requirements are met.

Authorization to issue bonds lapses on June 30, 2020, and the Act takes effect July 1, 2015.
