Prohibits drivers of motor vehicles from operating within one yard of a person operating a bicycle.

Appropriates funds from the state highway fund to the City and County of Honolulu Department of Transportation Services for a van pool program on Oahu for fiscal years 2015-2016 and 2016-2017.

Requires the City and County of Honolulu to submit a plan for use of the grant-in-aid at least 30 days before any expenditure, and to submit two progress reports on expenditures, usage, benefits, and costs.

First report must cover July-December 2015 and be submitted before the 2016 legislative session; second report must cover fiscal year 2016-2017 and be submitted at least 20 days before the 2018 legislative session.

Takes effect July 1, 2050.
