Establishes a new "special innovative procurement" process allowing contracts for supplies, services, professional services, or construction to be awarded without competitive bidding requirements when the chief procurement officer determines it advantageous for new or unique state requirements, new technologies, or to achieve best value.

Requires the chief procurement officer to submit any procurement plan to the attorney general for review and approval before issuing a notice of invitation for bids.

Mandates that notice of invitation for bids follow the same procedures as standard competitive sealed bids under section 103D-302(c).

Requires a written determination of the procurement basis and contractor selection to be included in the contract file, with the chief procurement officer publishing an annual public report of all determinations made under this section.

Adds the special innovative procurement process as a seventh authorized method of source selection in the State Procurement Code, alongside existing methods including competitive sealed bids, competitive sealed proposals, and emergency procurements.
