Requires employers with 50 or more employees in Hawaii to provide paid sick leave to service workers beginning January 1, 2016, at a rate of at least one hour per 40 hours worked, up to 40 hours annually.

Service workers may carry over up to 40 unused hours to the next year, with a maximum aggregate of 80 hours, and become eligible to use accrued leave after 680 hours of employment.

Permits use of paid sick leave for the employee's or family member's medical care, mental or physical illness, preventative care, and for victims of family violence or sexual assault to obtain services or participate in legal proceedings.

Excludes day or temporary workers (those working fewer than 20 hours per week), employees of food establishments working under 20 hours per week, and certain non-profit organizations from the sick leave requirement.

Effective date set for January 7, 2059.
