Appropriates funds from general revenues for fiscal year 2016-2017 to enable registered voters to vote on Hawaii state constitutional amendments proposed by the legislature during the 2015 and 2016 regular sessions at the 2016 general election.

Directs the office of elections to expend appropriated moneys for duties necessary to facilitate voting on the proposed constitutional amendments.

Appropriates additional funds for printing ballot questions for the constitutional amendments, to be split between the Senate and House of Representatives.

Takes effect on January 7, 2059.
