Authorizes counties to establish and charge user fees to create and maintain stormwater management systems or infrastructure by amending Hawaii Revised Statutes Section 46-1.5.

Adds this power as subsection (5)(E) to the list of county powers related to flood control and stormwater management.

Legislation findings cite an eighteen percent drop in precipitation over the past thirty years due to climate change and note that urban development increases stormwater runoff instead of replenishing aquifers.

User fee revenue would support county efforts to capture and retain rainfall for potable water use before it becomes polluting stormwater runoff.

Effective date: July 1, 2050.
