Establishes a working group within the Department of Business, Economic Development, and Tourism to examine issues related to electric vehicle charging system installation requests at apartments, condominiums, cooperative housing corporations, and planned community associations.

Working group membership includes the DBEDT director (as chair), commerce and consumer affairs director, consumer advocacy representative, relevant legislative committee chairs, representatives from Community Associations Institute, Hawaii EV Partnership, Building Industry Association of Hawaii, and Hawaiian Electric Company.

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2016 regular legislative session convenes.

Legislative reference bureau shall assist the working group with its final report and prepare any proposed legislation.

Working group dissolves on December 30, 2015, with the act taking effect July 1, 2015.
