Amends the definition of "qualified community rehabilitation program" in Hawaii Revised Statutes Section 103D-1001 to remove the requirement that programs hold a current certificate from the U.S. Department of Labor under the Fair Labor Standards Act section 214(c).

Removes the requirement that programs be certified by the state department of labor and industrial relations under section 387-9 for employment of persons with disabilities.

These removals effectively eliminate the provision allowing qualified community rehabilitation programs to pay employees with disabilities less than minimum wage.

Effective date is July 1, 2050.
