Authorizes the Hawaii Employees' Retirement System (ERS) to make direct payments of retirement benefits to former spouses awarded a portion in divorce proceedings, provided the court judgment includes required identifiers and specifications.

Requires divorce judgments to identify both parties by name, address, and last four digits of social security number; specify the amount or percentage of benefits to be paid; and state that each party is liable for taxes on amounts received.

Prohibits the ERS from being bound by judgments that require benefit types not otherwise offered, increased benefits, liens, lump sum payments of non-lump sum benefits, or actions contrary to governing law.

Allows the ERS board to establish and revise filing fees, legal and actuarial service charges, and an administrative fee of up to 10 percent of the ordered payment amount (not to exceed actual implementation costs), split equally between member and former spouse.

Takes effect January 1, 2018, with rulemaking requirements under Hawaii Revised Statutes chapter 91 effective upon approval.
