Requires the Department of Human Services to pay health insurance costs for lawfully present noncitizens who would qualify for medicaid except for citizenship or immigration status, subject to restrictions under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

Eligible noncitizens must be enrolled in health insurance plans through the Hawaii health insurance exchange (Hawaii health connector) to receive state cost assistance.

Department shall pay the individual's share of premiums not covered by federal subsidies and co-payments and deductibles up to the maximum out-of-pocket costs of silver II plans.

Appropriates funds to the Department of Human Services for fiscal years 2015-2016 and 2016-2017 to cover health insurance costs and community outreach efforts to noncitizen resident communities.

Becomes effective July 1, 2015.
