Amends Hawaii Revised Statutes Section 353-66 to expand parole sanction eligibility by limiting the definition of "absconded" to only failure to report to a parole officer when required AND failure to surrender within seven days of a warrant issuance.

Establishes a tiered sanction system for parolees who violate parole conditions but have not committed new felonies, absconded, violated sex offender conditions, or been previously revoked: first violation results in confinement of no more than three months; second violation results in confinement of no more than six months.

Allows parolees credit for time served in custody pending revocation hearings and prohibits incarceration beyond the prisoner's maximum term.

Requires the Hawaii paroling authority to mandate substance abuse treatment for parolees who violate parole by possessing or using dangerous drugs, marijuana, or drug paraphernalia.

Implements Act 139 (2012) justice reinvestment goals by using "swift and certain, yet less costly and severe, responses to parole condition violations" to reduce recidivism.
