Amends Act 158, Session Laws of Hawaii 2014 to refocus the state innovation waiver task force on developing a plan to apply for a federal Patient Protection and Affordable Care Act (ACA) Section 1332 waiver.

Requires the waiver plan to provide coverage at least as comprehensive as the ACA, maintain affordable cost-sharing protections, cover as many residents as the ACA, and be budget neutral for the federal government.

Streamlines task force requirements by removing provisions to examine alternative health reform approaches and premium rate variation options, while adding compliance with federal public notice requirements.

Modifies interim reporting requirements to focus on identification of state agency collaboration opportunities for information technology and state innovation, removing recommendations on allocation of existing health reform moneys.

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 to the office of the governor for developing the federal ACA waiver.
