Requires noncandidate committees making only independent expenditures to disclose additional information when receiving contributions over $10,000 in the aggregate during an election period from entities other than individuals, for-profit businesses, or labor unions.

Mandates disclosure of either: the internet address of the contributing entity's state or federal disclosure report, the names and funding sources of entities that contributed $100 or more to that contributor, or an acknowledgment that the entity is not subject to disclosure requirements.

Applies the same disclosure requirements to late contributions exceeding $5,000 in the aggregate from non-individual, non-business, non-labor union entities to noncandidate committees making independent expenditures.

Effective January 1, 2016, with amendments to Hawaii Revised Statutes sections 11-323, 11-335, and 11-338 regarding campaign finance reporting and disclosure.
