Establishes that multi-track scheduling in public schools is not in the best interest of students due to fewer instructional days, longer hours, and disruption to family schedules.

Requires the department of education to develop a transition plan to end multi-track schedules, including the needs of each affected school, timeline for transition, and funding requirements.

Mandates the department report the transition plan and any proposed legislation to the legislature no later than twenty days before the 2016 regular session convenes.

Appropriates $200,000 from general revenues for fiscal year 2015-2016 to the department of education to develop the transition plan.

Takes effect July 1, 2015.
