Authorizes public schools to distribute third-party promotional materials about community events or nonprofit organizations to students and families, subject to approval requirements.

Requires materials to meet at least one of three criteria: provide clear and specific student benefits, align closely with the department's educational mission, or demonstrably advance implementation of the department's strategic plan.

Establishes school-level approval process where the principal reviews materials and recommends approval to the complex area superintendent, who provides written approval for limited distribution.

Establishes department-level approval process where an assistant superintendent or office director recommends approval to the superintendent for state-wide distribution at all schools.

Grants individual school principals discretion to determine whether to distribute approved materials and the appropriate distribution method.
