Amends Hawaii Revised Statutes Section 302D-34 to add a new subsection (d) allowing the University of Hawaii laboratory school to conform its student enrollment profile to standards prescribed by the University of Hawaii college of education for research requirements.

Maintains existing non-discrimination enrollment requirements for public charter schools, prohibiting discrimination based on race, color, ethnicity, national origin, religion, gender, sexual orientation, income level, disability, English proficiency, special education needs, or academic/athletic ability.

Preserves enrollment procedures for start-up charter schools, including lottery systems when capacity is exceeded, and allows preferences for age groups, grade levels, previous students, and siblings.

Preserves enrollment procedures for conversion charter schools, which must serve students in their former geographic service areas and follow department enrollment procedures.

Takes effect upon approval.
