Classifies transportation network companies and drivers as common carriers subject to Motor Carrier Law (Chapter 271) regulation and licensing requirements.

Requires transportation network drivers to obtain commercial motor vehicle insurance at amounts specified in section 431:10C-301(b) or greater amounts as required by the Public Utilities Commission.

Prohibits motor carriers, including transportation network companies, from charging higher prices based on supply and demand dynamics at any given moment in time.

Requires transportation network drivers to display the name or identifying mark of their transportation network company conspicuously on their motor vehicle at all times during operation.
