Repeals a $2,000,000 annual expenditure from the tourism special fund for visa program initiatives that was set to expire on June 30, 2015.

Reallocates $3,000,000 from excess transient accommodations tax revenues to the special land and development fund for natural resource protection and visitor facility improvements.

Changes the funding authorization framework from a Hawaii tourism authority strategic plan to a long-range strategic plan developed by the Hawaii tourism authority, requiring mutual agreement of the board of land and natural resources and Hawaii tourism authority board.

Takes effect on July 1, 2015.
