Requires all procurement officers from any governmental body (state and counties) to attend mandatory fundamental training through the state procurement office before authorizing any procurement.

Establishes mandatory follow-up training sessions at regular intervals of at least once every twelve months for all procurement officers, as determined by the state procurement office.

Appropriates $270,000 for fiscal year 2015-2016 and $270,000 for fiscal year 2016-2017 to fund a learning management system and one full-time equivalent position to develop and implement the procurement training program.

Expands training requirements beyond state employees to include county procurement officers, making their attendance at both fundamental and follow-up sessions mandatory rather than optional.

Takes effect upon approval, with appropriations effective July 1, 2015.
