Establishes a statewide procurement database maintained by the state procurement office containing all government procurement contract data, accessible to each governmental body.

Requires each governmental body to submit high-level contract data fields including contract number, department name, awardee, total funding, source selection method, contract status, and small business status.

Database must include 12 specified fields: posted date, contract number, department, description, awardee, fiscal year, total funding, source selection method, contract status, website address, small business status, and period of performance.

Appropriates unspecified funds from general revenues for fiscal years 2015-2016 and 2016-2017 to the state procurement office to establish and maintain the database.

Takes effect July 1, 2015.
