Adds a new provision to Chapter 354D, Hawaii Revised Statutes, prohibiting inmate services from causing layoffs, reduction in force, job elimination, displacement, replacement, furloughs, or contracting out of exempt civil service or bargaining unit positions.

Amends Section 76-16(b), Hawaii Revised Statutes, to add protective language ensuring that positions filled by inmates, patients, or persons with disabilities cannot result in elimination of exempt positions.

Applies protections to positions under section 76-16, any other provision of law, and positions covered by Chapter 89 (public employee bargaining units).

Takes effect June 30, 2015, with amendments to section 76-16(b) surviving the scheduled repeal and reenactment of that section on July 1, 2015.
