Requires executive budget documents to identify a "position ceiling" for each budget program, separately specifying maximum numbers of permanent and temporary full-time equivalent positions authorized.

Prohibits agencies from filling positions that would exceed the position ceiling effective July 1, 2017, with nine specified exceptions including federally funded positions, court orders, emergency management, special projects, casual hires, and vicing positions.

Defines key budgeting terms including "position," "permanent position," "temporary position," "position ceiling," "full-time equivalent position," "casual hire position," and "vicing position."

Authorizes department heads with governor approval to establish positions for special, research, or demonstration projects subject to available appropriations.

Applies position ceiling requirements to judiciary budget documents through existing statutory operation and takes effect July 1, 2016 for budget submissions beginning with 2017 legislative session.
