• Prohibits liquor sales at street closure events unless vendors hold appropriate liquor licenses under section 281-31 and comply with class 2 restaurant or class 5 dispenser license requirements.

• Requires vendors at such events to employ trained servers, restrict all alcohol sales and consumption to designated "beer garden" areas, and have the liquor commission monitor the event.

• Mandates all vendors selling liquor at street closure events report gross liquor sales to the county liquor commission.

• Authorizes the liquor commission to adopt rules necessary to implement this section.

• Takes effect July 1, 2020.
