Appropriates $400,000 from the Hawaii agricultural development revolving fund for fiscal year 2015-2016 to investigate acquiring Dole Food Company lands suitable for long-term diversified agricultural production in the central Oahu to north shore area.

Requires the governor or designee to negotiate and facilitate land exchanges with Dole Food Company, Inc., in accordance with chapter 171, Hawaii Revised Statutes, for identified agricultural parcels.

Directs investigation to determine fair market value of Dole lands through appraisals and identify which of 42 specified tax map key numbered parcels are in the agricultural district.

Mandates that any lands acquired through exchange be transferred to the agribusiness development corporation for agricultural purposes.

Requires the governor or designee to submit a report to the legislature by 20 days prior to the 2016 regular session on the feasibility of land exchanges and any necessary appropriations or legislation.
