Prohibits spearfishing at all hours of the day within the Waikiki-Diamond Head shoreline fisheries management area, as defined by department of land and natural resources administrative rules.

Permits pole fishing, hook and line fishing, hand net, and thrownet fishing in accordance with administrative rules of the department of land and natural resources.

Defines "spearfishing" to include spearguns, polespears, handspears, Hawaiian slings, elastic-powered spearguns and slings, pneumatic spearguns, and mechanically powered spearguns.

Addresses concern that increased spearfishing in the growing Honolulu area has negatively impacted the fish population and threatens sustainability of other fishing methods.

Effective July 1, 2050.
