Removes the exemption for employees engaged in special, research, or demonstration projects approved by the governor (former paragraph 12).

Adds exemption for employees in the department of business, economic development, and tourism who support the Hawaii clean energy initiative program.

Modifies the director's review requirement to examine civil service exemptions created between July 1, 2002, and July 1, 2014, to determine if they should continue.

Requires the Director of Human Resources Development to submit findings from the exemption review to the legislature no later than twenty days before the 2017 regular session.

Renumbers remaining civil service exemptions in section 76-16(b), Hawaii Revised Statutes, to account for the removed and added provisions.
