Proposes an amendment to Hawaii Constitution Article I, Section 13 to increase the jury trial threshold in civil cases at common law from $5,000 to $10,000.

Changes the constitutional requirement so that the right to trial by jury is preserved only in suits where the value in controversy exceeds $10,000 rather than $5,000.

Ballot question will ask voters: "Shall the threshold value in controversy requirement for jury trials in civil cases at common law be increased from $5,000 to $10,000?"

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
