Requires voter registration affidavits to be included as part of applications for driver's licenses and civil identification cards in Hawaii.

Mandates that driver's license and identification card applications cannot be processed until the applicant either completes the voter registration portion or explicitly declines to register to vote.

Requires each county examiner of drivers to electronically store voter registration affidavits and provide this information to the respective county clerk for processing as voter registration applications.

Authorizes statewide voter registration systems and county databases to electronically access driver's license and identification card information to process applications, verify information, and maintain voter registration roll integrity.

Effective date: January 7, 2059.
