Adds a definition of "electronic smoking device" to Hawaii Revised Statutes Chapter 328J to include electronic cigarettes, cigars, cigarillos, pipes, and related components designed to deliver nicotine or other substances.

Amends the definition of "smoke" or "smoking" to explicitly include the use of electronic smoking devices, making them subject to the same restrictions as traditional tobacco smoking.

Extends existing smoke-free air prohibitions established in 2006 (Chapter 328J) to cover electronic smoking devices in all places where tobacco smoking is currently banned.

Takes effect upon approval, creating statewide consistency for electronic smoking device regulations and protecting public health from potential exposure to nicotine vapors in enclosed spaces.
