Establishes a three-year recycling pilot program in west Oahu to accept materials currently not easily recycled in Hawaii, including various plastics (#3-#7), copy paper, printer cartridges, and disposable batteries.

Department of Health shall select a private operator through request for quotation based on material volume, recycling capability, minimal fiscal impact, and other director-determined criteria.

Program site location to be determined by the Director of Health and may operate on state property, private property, or both.

Department of Health authorized to accept and expend private monetary donations for program development, separately accounting for private funds from public appropriations.

Department of Health must submit interim reports to the legislature before 2016 and 2017 sessions and a final report before the 2018 session with recommendations on program efficacy and whether to make it permanent; the pilot program sunsets June 30, 2018.
