HI SB186

Creates a new felony offense of "resisting an order to stop a motor vehicle in the first degree" classified as a class C felony when a person intentionally fails to obey a law enforcement officer's direction to stop and negligently places another in danger of death or bodily injury, causes bodily injury, or damages property.

Reclassifies the existing misdemeanor offense of resisting an order to stop a motor vehicle as "resisting an order to stop a motor vehicle in the second degree," maintaining its misdemeanor classification.

Addresses legislative findings that current law inadequately addresses situations where fleeing vehicles endanger persons or damage property, as such conduct does not meet elements of attempted murder, assault, or terroristic threatening charges.

Becomes effective upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
