Reclassifies marijuana from Schedule I to Schedule II hallucinogenic controlled substances under Hawaii Revised Statutes Section 329-16(g).

Removes marijuana from the Schedule I hallucinogenic substances list in Section 329-14(d) and adds it to Schedule II substances in Section 329-16(g).

Legislature findings cite Hawaii's 14 years of medical marijuana use since 2000 and note that coca and poppy plants (containing more dangerous substances) are already listed in Schedule II.

Does not affect rights, duties, penalties, or proceedings that occurred before the effective date.

Effective date set for July 1, 2050.
