Establishes a prepaid wireless E911 surcharge on each retail transaction of prepaid wireless telecommunications service in Hawaii, with the surcharge amount to be determined (left blank in bill).

Requires sellers to collect the surcharge from consumers at point of sale, separately list it on invoices or receipts, and remit 97% of collected amounts to the enhanced 911 board (sellers retain 3%).

Defines retail transactions occurring in Hawaii as those made in-person at a Hawaii location, shipped to a Hawaii address, billed to a Hawaii address, or associated with a Hawaii mobile telephone number.

Exempts minimal transactions (10 minutes or less of service, or $5 or less) bundled with a prepaid wireless device from the surcharge requirement.

Makes the prepaid wireless E911 surcharge the exclusive funding obligation for enhanced 911 services on prepaid wireless, prohibiting any other state, county, or intergovernmental E911 taxes, fees, or surcharges on this service.
