Establishes the Hawaii Commission on the History and Culture of People of African Descent to recognize and educate about the contributions of people of African descent in Hawaii.

Commission consists of 11 members appointed by the governor: two from the African American Diversity Culture Center Hawaii, two from the National Association for the Advancement of Colored People, one from the University of Hawaii, and six at-large members.

Commission temporarily placed within the Department of Accounting and General Services for administrative purposes and dissolved on June 30, 2017.

Commission members receive no compensation but are reimbursed for necessary expenses including travel costs.

Commission may initiate projects and events to educate residents and visitors, and must publish annual reports to the legislature with recommendations to honor contributions of people of African descent in Hawaii.
