Establishes a permanent weed and seed strategy within the department of labor and industrial relations to reduce crime and improve quality of life in targeted neighborhoods through collaborative community-based efforts.

Creates a weed and seed advisory committee composed of representatives from federal, state, and county agencies plus community organizations to guide the strategy's implementation and oversee areas designated for the program.

Places the office of community services within the department of labor and industrial relations in charge of administering appropriations, identifying implementation areas, and managing the weed and seed strategy program.

Requires the advisory committee to submit annual reports to the legislature and governor covering project status, completed or ongoing activities, expenditures, and relevant data on the weed and seed strategy.

Appropriates funds for fiscal years 2015-2016 and 2016-2017 to maintain weed and seed operations in currently designated areas (Ala Moana, Chinatown, downtown Honolulu, Kalihi, Waipahu, and Ewa Beach) and expand the program to other State communities.
