HI SB202

Expands the definition of "independent expenditure" to include expenditures for or against any question or issue appearing on the ballot, not just candidate elections.

Requires noncandidate committees to disclose in expenditure reports whether they support or oppose a specific ballot issue or question and identify that ballot issue or question.

Amends reporting requirements for independent expenditures to mandate identification of any ballot issue or question supported or opposed by the expenditure.

Requires late expenditure reports filed by noncandidate committees within 14-4 days before an election to include identification of the ballot issue or question and whether the expenditure supports or opposes it.

Becomes effective upon approval.
